Jacek Liput is an attorney-at-law qualified in Poland (radca prawny) with extensive professional experience.
He specializes in tendering laws, including in particular public procurement law, laws on civil tenders, as well as in proceedings conducted on the basis of other, special provisions, including military orders and proceedings financed from the EU funds. He also deals with public-private partnership, state aid, and – more broadly – general civil, commercial and corporate law issues.
Jacek advises both contracting parties and economic operators at all stages of the procurement processes, not only at the stage of the tender itself, but also at the preparation of the proceedings as well as the execution of the contract. He advises ordering parties on the effective structuring of their purchasing processes, helps them choose the right tendering mode, prepares and reviews tender documentation and advises on how to conduct the procurement process effectively, as well as supports bidders in the preparation and effective submission of the bid and the conclusion of the contract with the contracting party. He also regularly supports the parties to the procurement process at the stage of negotiations and in appeal proceedings before the National Appeal Chamber (Krajowa Izba Odwoławcza) and courts. Jacek represents clients in the course of control proceedings initiated by the President of the Public Procurement Office and conducts audits of the tendering proceedings.
As part of his practice, Jacek has advised in tendering procedures worth billions of Euro, in sectors such as the ICT, energy, infrastructure and construction, pharmaceutical and medical sectors as well as the military/defense sector. He has advised, among others, in complex projects concerning the implementation of IT systems, construction of power units, exploration and extraction of fossil fuels, crude oil and natural gas (including shale gas), tenders relating to the first nuclear power plant planned in Poland, construction of roads, motorways and stadiums before EURO 2012, construction of waste incineration plants, tenders for the supply of specialized medical equipment for hospitals and in large military orders (including, among others, the famous tender for the supply of multirole helicopters for the Polish army).
Jacek also regularly advises clients on issues related to broadly understood business transactions, contract law, civil law, commercial law, labor law and regulatory issues.
Before starting cooperation with Gawroński & Partners, Jacek gained experience working for ten years in the top international law firm, and then, as Senior Legal Counsel, in a global telecommunications company.
He is an attorney-at-law qualified (radca prawny), a member of the District Chamber of Attorneys-at-law (Okręgowa Izba Radców Prawnych) in Warsaw and a graduate of the Faculty of Law and Administration at the University of Warsaw.
